3. Interpretation：

　The above charging standards is applied to a litigation and arbitration case. The case attorney in charge since appeal is charged according to the standard of first trial. If attorneys are in chare since first trial or appeal, the proceedings of appeal or re-trial will be charged with half of fee in first trial or appeal. If attorneys are in chare since arbitration, the procedures of first trial and appeal is charged with half of fee in arbitration. As to supplementary civil action in criminal proceedings, the civil action will be charged with half of fee in first trial.)

The civil and commercial cases also can be charged by risks with a limit of 30% of controversial property.
